This is what the Quadruple Agreement amounts to, the provision for a consulta tion should any dispute arise, and the promise of joint or several action, against any menace from an outeside Power being merely thrown in to give the agreement the air of an entente. As the Japanese SILVER-MOUNTED AND PLATED papers say, from this point of view the Quadruple Agreement can hardly be said to take the place of the Anglo-Japanese Alliance. which was an offensive and defence alliance to protect all that the two Powers had got, or-as was later shown-all that they might get in the hereafter.
