The second instalment of Bir Julian Corbett's official history of the naval war was issued last month. It covers the ".. paried following the battle of the Falk- lands on December 8th, 1914, which was described in the first volume, up to the formation of the Coalition Government on May 20th, 1915,
While it is mainly concerned with the origin and progress of the operations in the Dardanelles and Gallipoli, up to the padiod of the great combined attack on Achi Baba in May, 1915, other matters dealt with are the raids on the East Const, the Dogger Bank action, "the" des- truction or internment of the remaining German raiders, and the submarine cam- paign up to and including the loss of the Lusitania..

Special interest attaches to the narro tive of
events which formed the genesis of the Dardanelles affair and of the conse quences of its early failure. Sir Julian Corbett shows how. after the raid on the Charharen Zeppelin sheds in December, 1914, the Admiralty prepared for further uffensive operations on the Belgian coast. and a combined naval and military plan was drawn-up and approved by General Joffre, which provided for the amalgama. tion of the British, and Belgian, armies When, however, this was submitted to the. King of the Belgians he was unable to agree to it if the Field-Marshal decided to make the attempt on Ostend he was ready to co-operate to his full strengh but he could not consent to the proposed d. When, however, the attack of the Fleet" on the Straits came to Daught, and. secondly, the operations against Achi Baba were held up. obviously some fur. ther decision was necessary. Sir Julian Corbett says:-" On May 14th the War Council mot. The difference of opinion between the naval and military authori ties proved as strong as ever. After hearing all that both the Admiralty and the War Office, had to say of the 'danger of a German attempt on our shores, Ministers were not convinced that more troops could not be spared from bome defence.
The course things bad taken at the War Council: brought to a head a difference off opinion within the Admiralty itself which had long been increasing in force, and it was one that struck deep into the roots of our war plans. When Lord Fisher: first supported the idea of perfecting the unity of the Allied line by opening the Dardanelles. and the Bosporus, he contemplated mak ing the attempt with a strong combined force which was to strike suddenly and quickly. In this way it seemed possible to do what, was needed and get it over before his own plans for the North Sea and Baltic were ripe for excus
Now that the meeting of the War Council had made it clear that the attempt could not be abandoned and. must be continued as a military opera- tion which could only be of a prolonged nature, he saw his war plan doomed. The same evening his apprehensions were confirmed. In order to meet the military objection and remove the ill-effects of the withdrawal of the Queen Elizabeth, the First Lord drafted orders for an increase of the naval part of the expedition. They involved the absorption of the whole of the new monitors which had been designed as an essential element in the North Sea plans Without this: the "cffensive could not be pushed into. German waters, and in view of the deter mination of the Government and the Wat Office to proceed with the Darda nelles operation, it was equally impos sible to oppose their diversion Other special units were also involved. The plan which, as Lord Fisher believed. could alone give decisive results within measurable time was obviously to be post- poned indefinitely. and feeling unable any longer to be responsible for the con- duct of the war at sea, he next morning reaiged."
