Sir William Noble, Bt., delivered the presidential address at the general meet- ing of the North-East Coast Institution of Engineers' and "Shipbuilders, held at Newcastle-on-Tyne on October 14th. Re- ferring to the position of the Mercantile Marino, Sir William Noble said they were proud of their merchant navy be- fore the war, but it was the searchlight of the war which revealed its truo rela- tion to the life of the nation "As a mattor of sober fact, a predominant mercantile marine was bessary for the safety and well-being of the whole com manity. No one could view any decline in the maritime supremacy of this coun... try without alarm. When war broke "out" in August, 1014, the world's steam tonnage was 42.500,000 tons grosa, Of this total the United Kingdom tonnage was represented by nearly 10,000,000 tons 44 per cent. of the whole, but in real efficiency a much higher percentage. All nations were dependent on us. As matter of fact, 30 per cent. of the trade between foreign ecuntries was carried in British bottons, and the work of the British mercantile marine represented a; cash value in invisible exports of some- thing like £100,000,000 as a contribution to the national resources.

Whereas in 1914 the tonnage owned in the United Kingdom repre- Bented 44 per cent. of the world's total steame tonnage, it represented to-day less than 35 per cent of the world's tonnage. This, of course, was due in the main to the enormous expansion of the sen-going tonnage of the United States, which since 1914 had increased by Dearly 10 million tons gross. or by 570 per cent. France bad-increased her mercantile marine-by over a million tons gross, and Japan by nearly 1 million tons gross. Our mer chant navy therefore was relatively much weaker than it was in 1914 to compete for the world's seaborne commerce, and it behoved us seriously to consider this disquieting fact and set about regaining our old positions The importance of this to the population of the United King dom could not be over-estimated. The Prosperity of all classes was involved in the maintenance of our merchant sen power; the development of the Empire as a world force making for peace and justice was impossible without it.
