In their ten- dency to strengthen the argument for nationalisation the growth of trusta was almost welcomed by Socialistic writers."} As showing the extent to which the prob lem of management dominated the issus, the lecturer mentioned that in America the great monopolies had to reintroduce the competitive stimulus at their ow cast, but he thought that scientific man- agement might modify that result in future, working. Dealing" with the con- ditions that were showing tendencies to develop in England, he said it was known that in certain industries there were trusts of the American type, bat the main feature of the development in this country was that trusts did not exist on the same extensive or intensive scalo as in America, having sprung in the main out of conditions specia! to certain trades That was chiefly ascribed to the general individualism of the British manufacturer, and it bad to be remem- bered that the committee appointed to inquire into the operation of trusts in 1910 reported that, while acknowledging the increasing formation of trade asso ciations for the restriction of competi- tion, they could not gather any proof that these combinations had affected prices to the detriment of the consumer. It had been found in England that trusts mainly existed in industries where con ditions were present which could be ex ploited by trusts. If they analysed the industries in which strong trusts had arisca there was in nearly every tas some special condition-either there was a: very definite localisation of supply, us in the case of salt and cement, or, in the case of the great textile trusts, there were peculiar conditions which were an auxiliary process two highly localisod Fillet Hadd cok industries.
