The creation of a permanent Imperial Shipping Board, replacing the Imperial Shipping Committee, is proposed by that committee, whose repart was issued on September 1st sa a Whito Papor. It is suggested that the new body should in- herit the committee'a narne, but, to avoid confusion, it is referred to as a board. Purposes which, it is recommended by the committee, might be served by the board

(a) To perform such duties as may be entrusted to them under laws in to inter-Imperial shipping, applic gard the whole or to important parts of the Empire.

(6) To inquire into complaints in re gard to ocean freights and conditions in Inter-Imperial trade or questions of a similar hure referred to them by any of the Governments of the Empire.

(c) To exercise conciliation between the interests concerned in inter-Imperial shipping.

(a) To promote co-ordination in regard to harbours and other facilities necessary for inter-Imperial shipping.

The diversity of the several functions indicated above might, the states, suggest a doubt whether they could be executed with reasonable thoroughness and prospect of success by one and the same body. Some of these functions may be quasi-judicial, some those of a com- mittes of inquiry, others of the nature of conciliation, and others again simply those of collecting and correlating in- formation. All are, however, closely inter-connected, and the main endeavour in regard to each of them would be the same-to promote the mutual strength and prosperity of all the nations. form- ing the British Empire. The general work of the proposed permanent board will in all probability have very much the same characteristics as that which has so far been done by the Imperial ich Shipping Committee,,

which has found its constitution very well adapted for the purpose of that work. It is important, in the committee's view, that the size of the board should not be to any appreciable extent greater than that of the present Imperial Shipping Committee. The functions contemplated for the now body are such as in the committee's opinion will render the chairmanship a position of special importance, the wok of which wil: be so absorbing that, in their opin ion, it should be a paid post. The official representation of the United Kingdom, of the Dominions, of India, and of the Colonies and Protectorates must remain as in the present committee. The oficial members would, of course, hold office, at the pleasure of the Governmente nominat- ing them. The members of the present committee 'chosen as experienced in ship- ping and commerce are all domiciled in Great Britain, but an endeavour should he made to secure the attendance of one or more representatives in close touch with overseas shipping and commercial inter- esta. The committee recommends chiefly from this point of view that there should be as many as six representatives of ship- ping and commerce for the whole of the Empire, and it thinks that with this num- ber the representation of shipping and commercial interests in the Dominions could be secured, and that probably some arranged among the several Dominions. Of these six members, three should be chosen more especially for their experi- ence in shipping and three more especi- ally for their experience in commerce. and they should be appointed for a period of three years in each case, but so that one of each group should retire ench year.

In making these recommendations the committee does not contemplate that there should be set up any office in the nature of & Government department.
