MR. SMITH'S "PLÄIN SPEAKING.

The annual conference of the Miners Federation, postponed owing to the cont stoppage, was opened 'at Llandudno on August 17th Mr. Herbert Smith, the vice-president, was in the chair, and in his address referred plainly and frankly to unwise decisions and disloyal actions during the stoppage. Mr. Frank Hodges raud the report, which gave in detail the history, of tha coal stoppage and 'the events leading up to the 'Aripio Alliance decision. It men- tioned that after the executivo, had re- jected the Prime Minister's invitation to uiscuss wages alone"Air, Hodges handed in his resignation, but it was not be cause of his resignation that the Triple Alnance decided they could strike support to the minors, but because not give they feared the political implications of the pool,..

lu nis Presidential address Me. Her- bert Smith said that owing to the economic position of coal during the war an unreal sense of power and 'importance wus developed in the minds of the work- men, which was not altogether healthy. It gave many of their people, an exag- gerated opinion of their power. Refer- ring to decontrol, MF, Smith said it was now known that the Government attack- ed the mirers when they were at their weakest point. They chose A moment most opportune for what they considered might to the defeat of the miners' power- ful organization. When the crisis came, if the miners had properly learned the lesson of the strike of October last year they would have concentrated on wages. The wage cuts proposed by the employers were outrageous and the public knew it and resented it.

GOOD ADVICE SCOUTED.

"Some of us (continued Mr. Smith) asked: the districts to allow us freedom La 'an executive to negotiate a wage set- tlement, leaving the distinctly political question of the pool for future consid eration. The district vote resulted in this advice being set aside. It was a wrong decision. da subsequent event clearly proved. An error was made in withdrawing the safety men at the col- lieries. The consequences were seen to day in those district and colliarios where employment was SCATCO. This policy also lost them public sympathy and

caused resentquent among their colleagues in the Triple Alliance..

Beferring to the decision of the Triple Allianco, Mr. Smith said their partners had already decided to strike with them on" the question of the national pool, but they weakened, afterwards when they knew the miners were saking them to strike for something which they them- selves

Capital would always be shrewd enough to see that an organization such as this would never have a common grievance at the same time. The truth was that the officials were too loyal to so-called majority rule and too loyal to their colleagues, swal lowing their convictions and better judg- ment because they were outvoted by the usual narrow majority. Loyalty was purchased at too big a prica. The man- ner of the termination of the stoppage. Those had been called into question. who had least responsibility were most loud in their attacks.
