and
It must be admitted, says the Japan Chronicle, that this is an appalling re- cord. There has been nothing like it in any previous war, and it is not surpris ing that in presenting these figures Dr. horner should express hizaself with bitterness at the indifference, shown by the Allies, who devoted enormous sums of money to such undertakings as those of Koltchak, Denikin, and Wrangel for free- of Boi- ing Russia from the menace shevism, hat were

From the statistical table sent us by Dr.
however, it appears that the nam Kerner, ber of Austro-Hungarian prisoner re- patriated since 1919 is only 20,000. It is promised in the televishing to return that those still in Russia and Siberis will be repatriated before the winter. We know of no steps that are being taken with that object. But the dispatch admits that a very large number of the prisoners belonging to the ancient Empire: of Austria-Hungary has died from priva tion and epidemics," though
"the exact igures are not yet known.'
It is safe to my that the exact figures will never be known. They run into hundreds of thou- ands. The whole business is one of the most ghastly episodes of the war. Some of these men were captured in 1914 and 1915. After a more or less brief stayin European Bussia, they were sent to Siberia, where they were herded into con- centration campe, insufficiently supplied With food and clothing, and subjected to the control of heartless Tsarist military officers. who by wholesale corruption amnaril wealth, po New York, which they are to day living in Shanghai, London, and Paris, busily propagating fables about Bolshevism, Many of these prisoners were educated men brought up comfort. Their plight in the circum- stances as year after year wore on with- out bringing relief may be in some mea sure imagined, but its terrible reality can never be conceived. Many went insane, many more died after shocking sufering, the remainder dragged on a miserable. existence in the hope that tome day the war would end and they would be re- patriated. The war ended, but only in game. It was considered necessary by the crush Bolshevism in Russis, and Allies to the instrument chosen for this work in Siberia was Koitchak, under whom, as in testified by Mr. Sydney C. Graves, won' of General Graves of the American Expedi tionary Force, almost unbelievable atro cities were, commited. The arrival of the Japanese and their activities made things worse. At last some endeavour was made to repatriate the prisoners, but it was miserably inadequate owing to want of means "There still remain according to our correspondent, some 50,000 war pri- soners in Siberia who have before them all-the horrora-of another winter.
