Tokyo, Sepember 18th. It appears that the conditions offered by Japan for the return of Kinochow-to China are fair and square, Even though Chiu should place the Shantung ques- tion before the Pacifle Conference, it is most unlikely that she will "obtain bet ter terms than those offered by Japan.”
The Post of the same day, writes: "But for the Washington Conference it is not improbable that China would not have hesitated over the opening of direct negotiations with Japan regard th the Shantung question, It is now evident that Japan intends to give up the leasehold of the whole of the Kiso chow Bay: The proposed to place the Shantung Railway and the mines under Sino-Japanee joint management should, however, cause suspicion on the part of China, It is, however, advisable for China to try the proposed direct negotia- tions by agreeing with Japan's pro- posal.
