NO BOLSHEVISM. LESSON OF THE COAL STRIKE. CHANCELLOR ON TRADE REVIVAL.

This is the year to have a good garden Plant In responding to the toast of his health lots of Sande and take care of the Garden: and of Prosperity to the Public Purse," then you will has every reason to be pleased proposed by the Lord Mayor, the Chan with the rendit. cellor of the Exchequer said that in the short period he had been Chancellor they had had a period of great trade de- pression marked by the longest strike we bad known in the greatest industry of the country.
But there wore.elementa in the situation to-day on which they could profitably reflect. In spite of all the convulsions through which the world bad gone and the unrestful condition of men's minds we had come through that experi- ence with scarcely a single incident to disturb us That was an extraordinary tribute to the, steadiness of the country, and he thought no one could have thought there would be such result after a strike of such enor mous dimensions. It was the cause of wonderment to every civilized nation which had watched the progress of events. The strike fortunately came when indus try was at its lowest ebb, and when it suited most people to shut up their ine- tories rather than carry on. If it had occurred when trade had begun to revive we might have had an experience, that would have been irreparable to the in- terests of the country, and they could take comfort in the fact it had not done us the damage it might have done.
ام
C NO BOLSHEVISM.
B
The experience of the strike had die clused a tempër in the labouring people such as none of them really believed would have been shown in these circum. stances. Since these events they had seen Bottlements of wage questions by amic- able means, by conference and by peace- ful arguments between employers and employed there was a spirit such as none of them would hare believed in two Fears ago. When people talked about Bolshevism and tried to inflame their minds with the menace of a Soviet in Great Britain they need only console themselves by looking at the experience of that wonderful three months, which would convince all that the temper of this country was sound and that the loyalty of our people was beyond ap proach. (Cheers.) Many people were minded to say that industry was paraly- Ized from fear of labour troubles; as the result of the experience they had had they were entitled to say now that enterprise could go forward with confidence and they might look for conditions that were fay- ourable and for a great advance towards saccess and prosperity in the commerce of the country. (Cheers.)
They saw, the beginnings of a revival in trade and commerce. There was an ob- vious decline in wholesale prices which would help our trade, but a reduction in retail prices bad followed very tardily and if he might make an appeal to the retail traders of the country, he would suggest to them that it was in their own interests to face the present situation at unce and even at certain loss take their courage in both hands and bring their prices down to such a level as

enable our markets to buy. (Cheers.) The present conditions were abnormal and artificial, but when the coal trade was steadily at work again they would see such a reduction in price as would enable many of our industries that were stagnant to spring again into the greatest prosperity.
He gathered (continued the Chancellor of the Exchequer) that their minds were agitated by the present burden of taxa- tion. (Hear, hear.) They could not fight a great war and achieve victory at great cost without paying for their victory. After all, the choice was be tween spending large sums and losing the war. We had spent large sums and we had won the war, and we were better off than we should have been if we had not spent the money and had lost the war. We would have to pay, and when people talked about high taxation he would beg them to remember that taxa- - tion must of necessity be higher than before the war. We had to find £343,000,000 for interest on debt contract- ed in the war and £120,000,000 for pen- sions to relatives of the killed and those, who were broken in the way. They could nobody be so foolish as to say taxation not grudge these sums, end, therefore, let should not be higher than years ago that was pure foolishness. He agreed it was the duty of the Government to justify its taxation and to see there was) no expenditure that could be avoided. (Hear, hear.)
