THE PEKING TELEGRAM, "Yesterday the Ministry of Finance wrote to this Association and Sir Francis Aglen, Inspector-General of Customs, respectively, proposing that the sinking "fund for the 10th year, $30 million nternal loan be amalgamated with that for the internal loans pre- viously issued and that Sir Francis Aglen and the Chinese Bankers Asso- ciation exercise joint control over such amalganiated sinking food.

Thereupon, this Association immed. iately called a meeting to discuss the new proposal and exchanged views with Sie Francis Aglen. in this connection. Both Sir - Aglea and this Association are of the opinion that the securities for the aforesaid loan should be sub- stantial, and that the uses to which the loan proceda are to be applied should be limited to diplomatic, educational and social expenses, and should be clearly stated.

"In view of the fact that the Gov ernment has declared its intention to carry out the retrenchmont policy and to adjust China's debts standing due to foreign countries, we deem it necess sary that the issue of the loan should be pushed on in order to relieve China's financial stringency. Nevertheless we realise that unless the securities for the lean are dependable, and its uses pro- per, we would be departing from ur avowed principle by taking it up.

"Now since, the Government has ap proached us sincerely, it is reasonable that this Association should under help in this respect, in case the above mentioned conditions, are fulfilled.

We shall be pleased, if you will advise us na to your views with regard to this matter."

PEKING CHINESE BANKERS ASSOCIATION.

SHANGHAI'S REPLY.

The Shanghai Chinese Bankers. Asso- ciation, however, maintain a firm stand. In reply to the foregoing telegram, it states:-
