In the House of Lords, on July 27+ Lord Askwith moved the second reading of the Advertisements Bill. The prin- fcipál change which had been made in this bill was, he said, that the proposal to deal with, advertisements was not to be dorie by by-laws, which had proved very uraatisfactory but that local authorities should have power themselves to take action with regard to unsightly adver tisemuts, and, in the event of their doing so without de or reasonable ground, there should be an opportunity of appeal.

The Lord Chancellor said he agreed generally with the formula. Inid down to the effect that in these matters advertise ments which were plainly objectionable oa'the esthetic ground should not receive encouragement in that House or else-] whore... But there was another side to the question which ought not to be ignored. The whole developments of the modern world showed that the practice of adver- tising played an ever larger part in the immensely complicated process of busi-} nem, and the shrewdest men those who had founded the most gigantic enter- pfises; were thuse verymen who employi‡ ed most the practice and the resources of advertising. He could take a hundred illustrations. Consider the system of advertising the advantages undoubted by himself of the various products sap plied by Lord Leverhulme.. A consuming world had been recommended to them by advertisement in every capital in Europe with which he was familiar. Another example was those "pilla which were po- pularly stated to be worth a guinea a box, and which, he was told, had reali- sed fortunes for those who were fortu- nate enough in the first place to make! that discovery. Then there were "Dr. Williams' Pills for Pale People, He had given those cases to show that many of those men had developed a British trade] with foreign countries and had made D great contributions to the revenue. Wha this, then, the most happily chosen time for imposing fresh restrictions, based upon "considerations which did not par port to be other than mesthetic conside rations, upon a business which,,the, shrewdest business men considered "a pri mary contributing cause of their success?
He had always thought that esthetic questions were the most difficult upon which to reach any solution at all.
