While Dr. Fritz was thus denouncing prohibition the House of Representativea at Washington was engaged in a debate which showed that the majority in favour of the strictest enforcement of the dry laws was greater than ever before. With only $3 dissentient votes the House pse ed a law absolutely prohibiting the pre- scription of beer as medicine, which the former Attorney Gazeral, Mr. Palmer, had ruled was permissible under the Volstead Act.

Ong, of the dissentients declared that many of those voting for prohibition in Congress drank more in one day than he did ja one year. To this Mr. Yatee (Illinois) replied, boasting that he was elected by a majority of more than 70,000 after voting for the Volstead law.. He was interrupted by Mr. Burke (Pennsyl vania), who shouted: I voted against the law and was elected by a majority of over a million."

The new Bill passed that day also ex tends the operation of the law to re- dents in Hawali and the Virgin Islands fer-Danish West Indies]. It is assured of a majority in the Senate-Tince:

A NEW ZEALAND RULING.

The New Zealand Parliament last year amended the Diyorce Act, establishing as grounds for divorce within the discretion of the Supreme Court the separation of the parties for three years by decree, order," agreement, or mutun! consent. Fears have been expressed that this meant divores by mutual consent.

The first ruling on the conditions under which the Court should exercise its dis cretionary power has been given by Mr. Justice "Salmond, formerly Solicitor- General, The judgment states that the Legislature recognized that the continu- ance of a marriage was not merely useless, but mischievous, when its essential par poses were frustrated by separation, but that divorce. granted of right on such grounds would be inconsistent with the public interest and aggravate the evils it was designed to curs. The Court must weigh the private benefit to the parties against the possibility of public mischief through lessening the sense of respons- ibility with which marriage was entered. Where separation was based on sufficient ground there was no reason for refusing a decree, but when separation WAS the outcome of mera levity, wanton disregard. of obligations, or a device to secure dis solution by mutual consent divorce was properly refused or deferred pending separation for a longer term.--Times:
