It is to be observed that Mr. Cham- berlais frankly admitted that he had; changed his mind and no longer held the views which he held in 1911, when he strongly opposed payment of members. He now takes the view that there are bound to be a number of poor men in every House of Commons, and if an allowance of any kind is made at all; it ought to be an adequate one. As to
this, Mr. Clynes observed that in 1011 be thought 4-100 a year quite liberal, and lived well within it; but it was inade- quate now, and he looked to its increase when the public finances permitted.. Sir Frederick Banbury objected to any sort of payment out of public funds to mem- bers.
