THERE SHALL BE NO WAR." La celebration of Empire Day, and in honour of the Earl of Meath, founder of the movement, the Royal Colonial Institute held a dinner on May 24th, at the Hotel Cecil Field-Marshal Sir Henry. Wilson, Bt., chief of the Imperial General Staff, was in the chair.

Field-Marshal Sir H. Wilson, propos ing United Empire," said that in so far as written documents were concern. ed, there was no British Empire, no united Empire. The late Earl of Cromer claimed that the British Empires was based on righteousness justice, mercy, and truth. He agreed with that, but he

duties as an Empire we based ourselves on the Crown, on loyal hearts,' and 'on willing hands. (Cheers) The Phene cians, the Greeks, the Romans, the Spaniards, the Dutch, the French, the Russians, and the Germans, bad all tried to make empire, and had sticeceded up to a certain point: but he ventured to say that the British Empire passed the highest point ever reached by other em-" pires in 1914, when her peoples rushed of their freewill to help the Mother Country (Cheers.) He had thought in 1014 that we should have reached that very highest point of all, when the British Empire would be able to say. There shall be no war and there would be no war.. Yet though we did not reach that point then, it seemed to him we someday should reach it. (Cheers.) Empire building was fascinating; but Empire wrecking was catastrophic. We had witnessed the wrecking of four great empires-Eussia, Germany, Austria, and Turkey-and, although the "cease Are" sounded on all the fronts on Nov. 11, 1818, we even now heard the pattering of rifle Are in Ireland, in Silesia, în Turkey, and in Mesopotamin. The lesson to be drawn was that we ought to continue our: Em pire on the great principles that Lord Cromer mentioned, and base ourselves on the Crown, on the sea, on loyal hearts, and on willing hands-(cheers) so that in good time we could say at any given pince, if we thought if right to say so, There shall be no war and there would be fo war. (Cheers.)

Sir Edgar Walton responded.
