NO SURRENDER TO MINERS"

DICTATION.

LORD CHANCELLOR'S REPLY..

▲ vigorous denunciation of the action of the miners as an attempt to override the will of the people was uttered by the Lord Chancellor, on May eth, at the annual demonstration of the Primrose League, held at the Albert Hall.

Lord Birkenhead said:lt is a literal truth that had the "whole of our working classes devoted themselves since, the victory was won to the task of recon- struction; had there been not a single strike during the whole of that period; had those millions of working days, many of which have, been completely and ruth- lessly squandered, been devoted "to-the necessary tasks which awaited them, it would be almost true, to say that there would be hardly any unemployment in, this country at the present moment (Cheera). Let me take the case of the existing coal strike. It is causing to everyone immense, inconvenience, Day by day the restrictions multiply, and I should indeed be dealing uncandidly with you if I attempted to make any secret of the fact that in the course of the next few days or weeks it may be that these restrictions and these incon veniences will be multiplied. These-in- conveniences, great as they are, small indeed when one contrasts them with the staggering, it might be with the irrevocable, wounds that, the strike is in ficting upon the body politic, the pros- pects of our trade, the security and in- deed, the very existence of that commer cial position without which we perish. (Cheers.). If an issue which was prin- tipally concerned with the question of wagen or the conditions of employment arosa here, the matter could be dispar sionately considered and Д solution might long ago have been reached. But let there Be no misunderstanding as to what, and what alone, is the issue upon which this powerful trade union has chosen to challenge the antagonism not of single class, but the whole nation.

Bre

The issue is no mere question of con- ditions of life or of wages. The issue is Shalls trade union be empowered 'to override the declared will "of that Parlia ment which still represents the people of England (Cheers) Let us consider, what are the terms which have been pre- Banted to the Government and to the people of this country. The miners have broken down all negotiations which offer to consider any question of wages.. They have broken them down plainly and ex- pressly upon the ground that they de eline to carry on any further discussions

Ladies and gentleman, this Govern- ment will not take these orders. (Loud cheers.) Any British Government which, accepted and carried out these orders would have surrendered with shameful poltroonery everything for which our soldiers died to win the war... (Renewed cheers.) If indeed, freedom, if the re sults that have been garnered in labor- iously and is a result of centuries of orderly life, if these are to be taken away from us, it matters little whether it be the Kaiser or a misguided section of our own countrymen who robus of all that makes life worth living. (Che15.) If we were cowardly enough to contemplate surrender upon such a point, observe how futile this act of cowardice would be Do you suppose that when once we had convinced them of their omnipotence their orders would. end with the pooling of the mines? It would extend to the railways.. No; when you are dealing with matters the determination of which involves prin ciples which are fundamental, the only time to fight, is when you are first chal- lenge the like of which, so far as I lenged. (Cheers.) And this is a chal know, has never been equalled in any civilised country in the world. This is Fa challenge which is addressed to no particular class of employers. It is a challenge which says in the plainest "manner, "The authorities of the Govern ment, and the authorities of Parliament are to be swept. on one side. We claim by coercive powers to withdraw from the use of the State any necessary com modity, and if the Government try, in substitution of these commodities, to obtain them from abroad, we will not allow or men handle them, and, maybe, we will not allow other people to handle them."
