BONUSES FOR BABIES,

NEW FRENCH LAW.

The law granting birth bonuses cama into operation on May 1st. For Paris, 400, will be paid on the birth of a third child, and this bonus will be increased by sol. for every child born afterwards until the family of children numbers ten. The bonus will then be 750, and will remain at this figure. It is the Mayor of each Arrondissement who will pay the bonus, which will be given to the mother, and, in default, to the father. No matter what the social status of the families may be, the bonuses will be paid. They are national bonuses, and not charitable doles.

While the authorities, anxious to in- prove the birth-rate, are offering gener ous encouragement,, it is felt that they the are occupying themselves with "birds," rather than" with the **pests.?" The housing question in Paris is very serious one. Un- doubtedly there would be more marriages it more data were to be had. Though the population of the city has increased very little since the last census, there are considerably more ménaghi.. Greatly extended bereits have been decided upon in connection with the educational charities of English Free- masonry. At, the General Courts of the Girls and Boys' Institutions, "the half- yearly ballots, due in April, were render- ed unnecessary, all approved candidates being admitted without a contest. Thus twenty-eight girls and fiftyseven buyi have been admitted without ballot dur- ing the "present year. These figures bardly represent the full extent of the increase, inasmuch as the laws of the girls school allow of the admission of candidates on nomination alone. Sixteen such admissions have taken place within the last five weeks. Up to the present 989 pupils have received the "benefits of the girls school on nomination alone, and these are quite distinct from the special war nominations, of which 400 are already established. It is not alone in number that the girls' institution has advanced its benefits. The limit for out- el cation of girls up to the age of 17 has been raised. from £35 to £50 per annum; the limit of grants to deserving pupils after they left the institution has been raised, the general committee now having authority to appropriate a sum of £40, or even 200, if it is thought sach a grant would be the means of a girl secur ing permanent provision for herself. The annual appropriation for the higher edu cation of pupils has been increased from 2800 to £1,000, and the annual grant for three years for University College, or university training, has been raised from $150 to £200. Outeducation and maintenance grant limits have been rais ed so as to allow £25, £30, and £40 a year each-for-girls under 9, 12, and 15 Jears respectively an advance of £10 a year in each case. Concurrently with these advances the institution has raised the fees at which it is prepared to admit haring pupils.
