CẦN THE SHIP OF 1991. RESIST THE AIRPLANE OF 10241
[BY ADMIRAL BIR PERCY SCOTT.)

Sir Percy Scott, one of the greatest exports on naval gunnery, contributed to the London Evening Standard of. April 6th the, following criticism of the Admiralty's decision to lay down four new capital ships.
The designs of the under-water pro- tection of the four ships that we are to build are now decided on, and when once the ships are commenced their de- sigas cannot be materially altered. The battleship's bottoin is the first part of her that is started on, so it is the oldest part of her when she is completed.
The four ships will probably not be completed until the spring of 1924.
I and many others interested in the

The taxpayer is told that no modern capital ship of English or Gorman design has been sunk by a torpedo.. This may be trug, but no distinction ought to be made between a mine and a torpedo. Then, again, I think we can take is for granted that all countries will adopt submarines, mines, aeroplanes, torpedo- planes, dirigible torpedoes, poisonous gas, fast hydroplano boats carrying tor-
directional wirele means for defending their harbours, ports, coaling stations, docks entrances to canals, and 'important const towns.
We can also take it for granted that by 1924 all countries will be fully equip ped with these weapons, and that battle- ships will not be able to approach until the defenes is entirely destroyed.
