THE US. NOTE TO JAPAN. WHY AMERICA REFUSES TO RECOG:

The diplomatic correspondence on the subject of the island of Yap, which has taken place between the Governments of Japan and the United States has recently been published. The position is clearly stated in a letter written by Mr. Hughes, the Secretary of State, and dated April 6th last it reads as follows:---
