"But," he proceeded, “may I be permitted to say, in all truth and with complete conviction, that since I have been at the India Office and have come in contact with Mr. Montagu and those who ale "associated with him, there I have learned to appreciate the diver Bities, the complexities, and the difficul ties of the Government of India; and in my association with Mr. Montagn I have, above all, learned to value. the intense devotion that he has in the interests of India. (Cheers.) The picture he has presented to you of India along the path mapped out in the Moutagu-Chelmsford reforms, is, indeed, a fascinating one. To be a citizen of the Empire may, per haps, not be to one's credit, because it is usually an accident, but at least it is a proud possession. (Hear, hear.)
