THE COLONY'S SEA BATHING FACILITIES.

A COMMITTEE'S RECOMMENDA-

TIONS.

WEATHER REPORT.

April 7th at 19 13-Preure has in areased slightly at Weihaiwel, and decreased considerably at Foochow; Shanghai. roports a continental depression in latitude 20 deg. and longitude 150 deg. No returna from this district are to hand.

Pressure changes since yesterday are stall in southern districts.

The following report of the Committes of the Legislative Council on the provi. sion of facilities for sea-bathing in the Colony was laid before the Council by ending at 10 am. to-day, 000 inch. Total Hongkong rainfall for the 24 hours Command of His Excellency the Gov-aines January 1st, 5,74 inches against an ernor, yesterday:----

We have considered the questions ré ferred to us, which were as follows

(1.)--The feasibility of providing ade-. quate facilities for hen-bathing for the residents' of :- (4.)The Island of Hongkong. (b.) Kowloon. ()-Tha possibility of supplying

cheap and easy menda of transport | to the public in connection with such sea bathing.

(2)-Some persons who wish to indulge in sea-bathing in the Colony do so by means of private launches and yachts, and in the case of societies and schools. by hiring craft of all kinds for the sea- son or by the trip at a small cost per head. There are, however, many who are unable to make use of any of these facilities and they have hitherto de pended on using the beaches at Kennedy: Town and North Point.

(3) In view of the fact that reclama- tions for industrial purposes threaten in the near future to remove the benches hitherto used, we have had to consider how they can be replaced, and in doing so we have adopted as a maximum figure for the cost of transport to, and use of, a bathing beach the sum of 40 cents per baad With this limit we find that it is feasible to provide public facilitica for sea-bathing both for the residents of the Island of Hongkong and Kowloon.

(4.)In the Island of Hongkong wa recommend that the Government should undertake the preparation and upkeep. for public bathing of "two places in Vic-

toriating.

Average of 7.07 inches.

a level of ten feet above Ordnance. Datum. The reclaimed area would be surfaced in lime and cement concrete and matshed ac commodation would be erected on it, and a fresh water abower bath. A bamboo pier with diving places would be constructed along the South-west boundary of Marina Lot 321 and the bath area enclosed. by a hardwood boom of suitable depth to prevent floating debris passing underneath and fitted with a splash board to prevent oil being thrown over into the bathing area by the motion of the water. The boom will also pro vide a safeguard against accident. (b.)-The second place in at Kennedy Town. For the present year and possibly for a few years bence the portion of bench hitherto used: will be available, and we do not recommend any change in the arrangements existing. It is, however, possible that a reclama tion of a moderate length may be constructed in the near future,. which will include the whole or part of the beach now in use. In that case we recommend that a portion of bench more to the wostward be developed in much the same manner as the beach dealt with under (a).

(8.)-For residents of Kowloon we have been able to arrange with the Naval and Military Authorities for a portion of the bosch on the north side of Stonecutter's Island to be reserved Wo-recommend the construction by the Government of a fence enclosing an area above high water mark, & bamboo pier, a diving platform, for refreshments. matahed dressing-roomu, and a matched We also recommend the construction of a short bamboo pise at the end of Jordan Road Kowloop. The Kau-Lung Sze-Youk Kai Fong Ferry Company which operatoe the farrica on the west of the harbour, has offered to provide a launch to carry bathers be tween the pier suggested and Stonecut tar's Island and buck at Tin fare, thổi exact amount of which has not yet been fixed. The launch would leave Jordan Read about 4.45 p.m. and 5.45 p.m. every afternoon, and return from Stonecutter a about 5.18 p.m.-6.15 p.m. and 7 p.m. No other launches should be allowed to use the Government beach and we recota= mend that a sum of ten cents be charged. for each bather. By this means provi aion would be made for about 300 bathers a day, an
