The year 1920 has proved financially a disastrous year for Portugal. This has primarily been due to milure to introduce order into the State finances. The year 1919 closed with two budgets still un- voted. This year adds another to the list. Successive protracted ministerial crises in January, March, June, and(6 pm)-(Auxiliary November have prevented the regular functioning of Parliament and frustrated the plans drafted by successive Finance Ministers for meeting the existing deficit and providing for revenue. Executive has thus been reduced to living apan expedients, the voting of "duo" decimas and special powers wrung from the Chambare by stress of, threatened farne. Side by side with failure during and since the war to enlarge the basis of revenue has gone the steady increase of the public debt. From 18,000 conta in 1914 it has risen to over 1,320,000 contos the foreign debt representing 58,000 con- tos. The Government's indebtedness, to the Bank of Portugal, which in July, 1914, had been 47,425 contos, had swollen by the end of 1819 to 318,648 contos, and by last September to more than 420,000 contos. The internal floating debt, which had been of 88,000" centos in July, 1914, had risen by January 1st, 1920, to 538,000 contos. Meantime the fiduciary circulation, which in July, 1914. had stood at 83,218 contes, was on December 31st last 370,637 contos, and on Septem. ber 29th no less than 532,025 contos. To-day the necessities, of the Treasury have led Parliament to vote the autho rization for the emission of another 200,000 contos.

Financial confusion has been aggravat ed by the consequences of a succession of protracted strikes. These have involved many of the most important public ser vices. They have included repeated rail- way strikes, building, strikes, strikes of the Lisbon and the Oporto tramway ser vives, strikes of the postal and tele graphic service, of the telephones, and of the united civil servants, as well as of the Lisbon municipal employés.

Bad as is the immediate financial position of the coun- try it is not such as to warrant this ex change. This undoubtedly is in part due to the placing of very considerable Portu- guese capital abroad for political, com- mercial, and speculative purposes. The effect upon the national inances has been little short of disastrous.

An inevitable result of the rising wages, falling exchange, and limited exporta tion has been a rapid and continuous rise in the cost of living, most marked in the case of articles of prime necessity. Thus bread, meat, fish, eggs, flour, maize, rice, cheese, butter, oil, sugar, milk, veget- ables and fruit, petroleum, coal and charcoal have all reached a terribly high price. This has been a result, in part, of short supplies, but much more the consequence of persistent cornering on the part of the business classes. Last year, the high prices led the Government to attempt the fixation of prices. This action, though momentarily successful, resulted in the concealment of supplies and the disappearance of many articles from the market.

On the entrance of the Government of Antonio Granjo, in July, the restrictions on trade were removed. The immediate result was a very great increase in prices, which has been since maintained. In view of the general scarcity of supplies, there had been restriction of the export of many articles. The removal of many of these restrictions has resulted in the exportation of quantities of foodstuffs,
