NO REDUCTION OF INCOME-

TAX.

CHANCELLOR'S STATEMENT.

No prospect of a reduction of income- bax was held out by the Chancellor of the Exchequer to a députation represent ing British industrial interests, whick waited upon him at the Treasury on February 16th." Led by Sir Peter Hylauds, the deputation urged the desir ability of some alleviation of taxation, in view of the serious position of træle at the present moment.

Mr. Austen Chamberlain met "the de putation's criticism of the three years' Average-assessment for income-tax with the information that he hoped to provide for assessment on the preceding year in a bill. to be brought forward early in the present session. It was hardly likely, however, he stated," that this measure could come into operation until the fin ancial year following.. Ha pointed out that manufacturers had had, the benefit of the average system during a period of rising profits to the extent, according to Treasury figures, of no less than 4830,000,000 in taxation. He had felt it to the national advantage to get rid of Exocas Profita Duty, but that was so far Excess an he could possibly go this year. profits had undoubtedly been" made, and there could be no question as to the pay ment of the accrued arrears of duty."

INDUSTRY FIGHTING FOR LIFE.' Sir Peter Rylands, who placed the views of the deputation before Mr. Cham- berlain, impressed on the Chancellor the deputation's view that in pressing for a reduction of taxation they were acting in the national interest. Those respon kible for the, conduct. of industry wera most anxious as to the present situation, which was bad, and appeared to grow worse daily. Ons serious factor was the very severe competition which industry in Great Britain had to face from the Continent. It had been authoritatively stated that the wage increases in Ger- many, where they had been highest, had only brought wages up approximately to the pre-war standard. In Belgium, the position of affairs was almost similar. As a result, Continental prices absolutely defied competition from British manufac turers in all markets. In the iron" and steel industry this competition was felt very acutely. Sir Peter mentioned that in many businesses in Great Britain only o quarter or one-third of the normal output could be securred, despite the most strenuous efforts. Dealing with the ques tion of exchanges and the difficulty of obtaining remittances from abroad, Sir Peter declared that merchants were break-. ing contracts with manufacturers because the machinery of exchange. had broken down. With regard to coal," the in- dustry was in a serious condition. Control would shortly be removed, and the Federation of British Industrica Understood that the pool from which pita derived profits would be exhausted in March. In certain districts collieries would be losing 108. or 125. per ton, and if there were no fand from which losses could be met there could be no altorna.

This would mean the unemployment, with no immediate pros- pect of return, of perhaps 100,000 miners, or a drastic cutting of wages during the next six weeks or two months, which would create a very difficult situation.
