A DEMUŽALIZED SERVICE
Writing to the Times ou Lord Inchcape, said:-

Ships are being laid up all over the world because they cannot be run under Parts are congested present conditions. everywhere. Thousands of officers, engine ers, seamen, stokers, and stewards are out of employment, and yet a Commission is sitting in Brussels to consider the advis ability of limiting employment at sea to sight hours a day.
The Stewards' Union is laying down the law as to the work stewards shall do aboard ship; a delegate from the union is aboard each passenger vessel; he pre- vents beds being taken on deck at night in hot weather, although the stewards are, perfectly willing to render this service to, the passengers. He lays down what they are and are not to do. Discipline, therofore, is at a discount. Demands ará constantly being made for increased accom- modation on board ship much in excess of Board of Trade requirements. Unless this is given, threats are held out that the ships will be held up, and passengers' cabins have to be sacrificed to inect the demands, thus reducing the carning capa- city of the ships and necessitating higher rates of passage money.
Before the war the average wage of a steward was £3 10s. per month, bed, board and lodging found, and the Mari time Wages Board some four years ago fixed the wage at £10 18s., to which they have since added £3, making £13 158. at the moment, quite apart from large allowance for overtime. It did not mat ter so much to the owner what the wage, was during the war, as the ships were on chanter to Government and the wages wero a charge against the State. The unions dictate to the shipowners what men aro to 'go in the ships, with the result that incompetent men of whom nothing is known have often to be taken merely because they have joined the union, while men who have been in the servico of the company for years are excluded. One result is that passengers belongings and enormous quantities of cabin, saloon, and table furnishings are constantly being stolen.. On one voyage alone of a P. &
steamer plate and linen to the value of £1,013 were removed from the ship.
The thieving that is, going on at ses and in the docks is beyond anything: in history. A man recently removed the. clocks from the moking and music rooms of one of our steamers while the passen gors were embarking at Tilbury Dock, and they have never been traced. Within the last few days a piano was removed from one of the steamers in dock and carried off to a cottage, where, however, it was fortunately recovered. The quartermas tor, who was on watch, and found to be in league with the thieves, has gone, to gnol with the receiver, and they are now picking oakum instead of playing the piano.
If it had not been that there were so the last few months, who would have beca many passengers requiring to go East in
immeasurably inconvenienced if they had not been able to go, we would certainly have taken no stewards except on our own. terms.
