MILLIONS.
The extensive nature of the net decline which has occurred in Stock Exchange values during 1920 is revealed in the Bankers' Hagazine calculations. These show that in 387 representative securities selected there was a decline of 315 millions. The following table sets out the monthly course of the valuation:→→

It will be noticed that the January valuation constituted a high-water mark. and that after a check to the fall had taken place in the autumn the downward movement was resumed at an accelerated pace in the last two months of the year.
The losses have not only extended to almost every department, but have been pretty evenly spread, the only, depart ments showing a rise for the year being. that for American securities, which. in. spite of the depression during the past month, still retain some of the improve ment established in Wall-street' earlier in the year.
LOWEST RÉCORDED VALUATION.
An interesting comparison is supplied of the valuation of stocks selected on various dates during the past 13 years. The dates chosen are those on which the valuation was first compiled in January, 1907, the last date of valuation prior to the outbreak of war, the date on which the lowest point was reached during the war, the date of the Brat valuation after the Armistice, and the last valuation made. The comparison is as follows:-(

The highest point touched by the values during the whole of the period between January, 1907, and the present date was the commencing point. Between that level and the present valuation, which is the lowest of the 19 years, there has been a fall in this group of securities of no less than £1,523,000.000.

Under the decision of the Council of the League of Nations on November 20th, 1920, at Geneva, we are bound in respect of these three territories to submit an annual report. in reference to cach terri- tory committed to our charge by the Permanent Mandates Commission of the League through duly authorized repre- sentatives, who would be prepared to offer any supplementary explanations or information which the Commission may request; and the Commission shall fox- ward the report of mandatory Powers to the Council. And it shall annex to each report its own obeervations, as well as the cheervations of the duly authorized representative of the Power which jasned the report if the representative so desire." This points to the urgent necessity of Mandated our Colonial Office forming a Territories Department and of taking over responsibility for the three Lanndated territories for which we have become KAISHA.responsible under international obliga tion. Such a step would avoid the neces sity for creating a new, Ministry for the Middle East to which you take such exception in your leading article; and would at the same time enable economies to be made in staff and in the heavy. expenditure due to the present over- lapping between Departments, and an absence of definite personal responsibility which has been the principal feature of our conduct in the Middle East since the Armistice. At present Mesopotamia, the Persian Gulf and Central Arabia are under the India Ofice. Palestine. Egypt, and the Sudas are under the Foreign Office, Aden is under beth, Cyprus, Zanzibar, Kenya Colony, Tanganyika Territory, and the sources of the Nile are under the Colonial Office. Surely the time has come when all these Protec- torates, Mandated Territories, and Crown Colonies in the Middle East, which are
