that light. The emotion or sense of loyalty was at least as keen at the pre- sent day as it had ever been in history, and it was our duty to make full use of it in the welding and forging of civili sation in the future.
What was meant by loyalty to the State Of the two extreme theories, one urged that the State meant only an elaborate, complex, fairly successful machinery for supplying the conditions under which the individual life was to be led. That was the view of extreme individuals, and certainly if the State did nothing else, it would earn our undying gratitude for the very material conditions which it supplied to our daily life. At the other extreme, the State had often been regarded as an almost separate or- ganization which had absolute power over the will and the actions and the life of ..ita constituent citizens. Neither of these two views of theState seemed to him to be right. Under the first view. they would come to the very dangerous doctrine that the relation between the State and the in- dividual was a kind of commercial bar- gain so much protection or material help on to the one side, paid for by so much service on the other. From that came the corollary that if they were dissatisfied with the bargain they could. say it off. On the other hand, any doctrine that made the State separate and autocratic made the State immoral, for it meant that the whole basis of the State was power, strength, and might-from which came the false doctrine of State policy through which Germany planged Europe into war (Cheers.) How, then, were they to reconcile the two, or to find any tenable theory of the relation between the eitizen and the State which could afford us a sound basis for education 1 He thought we ought to regard the State as a moral personality, not quite the same in expression, but quite the same in ideal as the moral personality of the individ- al. The State was the expression of the general will, the collective conscience, the collective ideals of all its members. It that we might live well. That was the existed, not that we might live, but
only justification for government by majority If we did not believe that the majority meant a full expression of the national will than the minority, then, majority rule simply meant the tyranny of the large number: but if we once got ourselves to believe that there was such a think as a collective morality, a collective ideal, a collective conscience, then it was not difficult to see that at any given moment of choice or crisis, we could expect the majority of the country to reflect the main belief of the country as a whole. It we could put that on the moral plane, as he hoped and believed we could, then we should have completely removed our relation to the State from the conception of machinery or the conception of obedi ence to a tyrannous power, and we should find that we and it were co-operating to wards one end which we agreed to be good. The whole point of the relation between man and State was the sense that our relation tử the country that bore usand maintained us was on a larger plane. than the feeling that we had to those people to whom we showed personal love, such as parents, children, wives, brothers, and sisters. And that seemed to him to be a hint which suggested the whole theory of citizenship which we could unreservedly and whole-heartedly main tain. (Cheers.)"
