The Time Ball da Kowloon Signal Hill is dropped daily at 10 am, and 4 p.m., except on Saturdays when it is dropped at 10a.m. and 1. p.m., and on Sundays and Holidays when it is dropped at 10
m. only.
The Ball is hoisted half mast at the 56th minute and full mass at the 57th minute. Should the ball fail to drop at the correct time it will be lowered at 5 minutes past the hour and the ordinary routine repeated at the following hour, if possible,
Should the Time Ball be out of order the above routine will be carried out with the flag"Z" on the Storm Signal mast."
Time Signals are also given at night by means of threo white lamps mounted vertically on the Observatory wireless mast. From 8.56.0 to 9.0.0. p.m. the lamps aro extinguished momentarily at the even seconds, except at the 2nd, 28th, 60th, 52nd, and 34th of each minute.

At the annual meeting of the National Laien of Scientific Workers, held on November 1st at King's College, Dr. J. Professor Soddy said it had been laid down explicitly in White Paper 9005 (1915) that discoveries aided by public money should be made available, under proper conditions, for the public advan- tage. Charles Ponzi, an ex-waiter, who made an immense fortune by his exchange speculations, pleaded guilty at Boston recently to charges of get-rich-quick swindling, and was sentenced to fivo years' imprisonment.

It is estimated that Ponzi's victims lost £2,000,000. They were attracted by his offer to pay 50 per cent. interest op money lent for forty-five days. He did 30, and soon swarms of people were taking their money out of the banks, to lend to Ponzi. Five banks had to close owing to the drain on their funds, and Ponzi received at his various offices about £140,000 a day when the scheme was in full swing.

Members of the Marlborough Club, Pall Mall, have been informed that it has been decided to raise the annual sub- scription from 12 to 13 guineas...
Sir Guy Fleetwood Wilson, spent for the committee at a special general meeting, said the club would face a deficit this year of between £1,500 and £2,000. It would be possible for the club to ensure the comfort and amenities to which it had been accustomed only if the increase were adopted. "If I may use a crude illustration," he added, "it may prefer to retain its clean linen napkins to adopting Japanese paper ones." Sir Guy also mentioned that before the wat the King saved the club by advancing it £7,000

But the majority of people, women sa well as men, in England, have blue eyes,» Dr. H. G. Critchley, the Harley-strect oculist, who has examined the eyes of 50,000 children, told a newspaper reporter recently, that there is a popular opinion. that certain coloured eyes denote certain psychological tendencies or characteris tica. "But the idea is a complete fallacy. Seventy per cent of people in this country have eyes of some shade of blue. and the colour of the eyes given, no clue tó personal characteristics."
