A BLOW TO DIRECT ACTION.

SIR R. HORNE ON RESULT OF THE -COAL STRIKE.

Sir R. Hotue, President of the Board of Trade, was the principal guest of the members of the Parliamentary Press Gal- lery at their annual dinner, held in the Members dining room of the House of Commons, on November 19th. Mr. J. Wyllie, the chairman of the Gallery Com- mittee, presided.

In a letter expressing disappointment at his inability to be present, Lord Lin colnshire (the Lord Great Chamberlain) wrote: Few public men recognize how much they owe to the gentlemen of the Press Gallery in both Houses. I am sometimes lost in amazement, when one can hardly hear the speaker across the House, to read the accurate reports of what has been said by politicians and atatesmen who seem to be, inaudible to people four or five yards awayland

In response to the toast of " Our Guest," Sir R. Home, said that the pro- poser of the toast had referred to the coal atrike and the part which he had played in setting that rather difficult problem; but in truth he do not settle it nor did the Government. At least six different journals put forward six different plans, and on the day after the settlement.edch of those journals said it had been settled according to its plan. (Laughter.) The first result which had followed from the settlement was a recoil from the theory of direct action on the part of the biggest and most powerful trade union in the country. Direct action was the most sub- versive principle that could be applied in conducting the affairs of any country. His firm belief was that the heart of the nation was sound and our people could be relied upon to resist direct action. A

A second point was that an acknowledg ment had been obtained from that great industry that, wages should depend on results. One could not get prices down unless wages were reduced or output in creased, and the acknowledgment that wages should depend on an increase of output was the recognition of a great principle, which lay at the foundation of our future prosperity, The miners, with their employers, were now working out a scheme for the future. It was too early. to say that their efforts would arrive at success; bat this at least had been secur ed, that the two sides of industry were acting in harmony with a desire to reach a solution. which would be for the benefit. of both the industry and the country. That was one of the great principles upon which we must rely for peace and pros perity in our industries. The publicity which was given to the discussion of the miners' claims and the knowledge which thereby the public obtained was of the greatest service to the country in forming: a judgment, and the opinion of the coun try operated most convincingly in bring ing about the result.
