It appeared, really, that the conventions were the result of the bourgeoisie and the capitalist class being somewhat afraid of the Labour movement in 1919, and having found out that Labour was not so strong na they believed, they were now opposing the application of the conventions which they passed them selves. That conference of 17 different nations, attended by 85 delegates, and representing 241 million members, proved that they had become very powerful. Apart from that there were present 18 international secretariats and 19 fraternal delegates from the German organizationa in Czecho-Slovakia, and from 3,000,000. workers elaswhere.
