Governor Stephens has formally notified the State Department at Washington that the Anti-Alien Land Leasing Law becomes effective on December 10th, and that the Governor intends to exércise. his "Tull constitutional power in the enforcement of the statute justly, of course, but effectively."

He says he has no desire to embarass negotiations pending between the Depart- ment and Japan.
