The Japas Chronicle in article criticising certain statements on this subject published in a recent book by Professor McGovern, now of the School of Oriental Studies in Ländon, says:

There are more foreign firms established or represented in Japan today than there ever were, and the foreign population is continually increasing. A dozen years ago the late Captain Brinkley, also relying on Japanese sources for his information, predicted that before many years had pase- ed away the foreigner would in a large measure be excluded from the trade which be founded and did so much to develop. Whereas, he said, the Japanese in 1803 † had in their own hands only 17 per cent: of a total trade of 15 millions sterling, in 1907 they had 40 per cent, of a total trade of a millions. We pointed out at the time that, assuming the figures were accurate, they scarcely pointed to the disappearance of the foreign merabant, for whereas in 1803 the amount of trade handled by Toreigners
