According to the plans of the Govern ment, there is to be enforced the heavy tax upon property which will compel land- owners to abandon their estates. It will operate progressively according to the vaule of the property. Land which has been held by the family for centuries will be sold, and three-fourths of the proceets of the anle will go to the State. A man who has always been rich will, Ander this schemic, become poor, since what remains to him will suffer the further loss imposed by the beavy decline in the sale of money. It must be clearly understood that the mark is not merely at a low level abroad, but at home in Germany its value bas descended greatly.
