The arbitration treaty was never rati fied, however, and this exepting clause of cur treaty with Japan consequently never became effective. Our friendly ge ture to America, therefore, "remained no more than a gesture.

It is now suggested that we might take advantage of the opportunity of the re newal of the Treaty with Japan in July next to repeat our demonstration of friendliness to America, and this time more effectively. It is pointed out that by referring to the Anglo-American Treaty for the submission of disputes to a per manent International Commission inatend of mentioning the General Arbitration Treaty which failed to be ratified, the object we failed to achieve in 1911 could be achieved now.
