Blagovestchensk Government, recently | regelved instructions from the Soviet Government at Muscow regarding the establishment-of-a buffer State. On receipt of these instructions, the Blagovestchensk Goverment held averting on May 24th, at which a decision in favour of the open- Ling of peace negotiations with the Japan- ese Government was reached. In pursu ance of this decision, overtures were made to the Japanese Military Comisioners on May 7th through Mr. Wutkin, a mem- ber of the Russo-Japanese Armistice. Committee at.
