It will be recalled that at the request. in the first instance of the British Govern- |ment, but of the -Al'ies generally, the {Counci] of the League of Nations agreed

at the wond Council meeting, which was "beld in London on February 11th 13th, to call a conference of nations o

consider the abnormal conditions created as a result of the war, the means for remaching them, and for mitigating the dangerous conexquences arising from

them.

The Council of the League is informing the United States Govern men which is not a member of the pre-Mani posed Conference, and is inviting them to send representatives to the Conference or to bu aceiated with the "work of the Conference.

The Council may invite States not in duded in the above list to communicate to the Conference full information re garding their financial and economie ituation, and, if necessary, it will decide under what conditions these States mar be heard. This statement, of course, referet to Germany and Austria.
