Under the caption "Japanese Impres 'sions of England," Mr. Ito, of the fiji.. who recently returned from a three years' sojourn in that country, pablishes, a long article dealing with his experience and impressions, g suminary of which will be found of interest, The sections" far "published constitutes a glowing eulogy.

Far from being enervated by her material prosperity, her naval forcs continues ta command the almost unconditional respect of the rest of the world, so that no country daves to land a single soldier on her shores. In agriculture, it is true that. like Rome and others, she is dependent ch foreign entries for the greater part of her food atus; but her, too, the soil, and national character of Britain have shown that the defect in be easily mended on occa sion, When the necessity of self-supply in the matter of food made itself keenly felt during the war, King George took up the spade in person and cultivated the potato in the front court of Buckingham Palace and his example was eagerly followed by his subjects, so that over 2,000,000 acres were newly brought under cultivation.
Thus, the economic motive power and power of national defence which are een- tial to the establishment and maintenance- uf supremacy in world politics, and owing to the lack of which the older hegemonic Powers-from Rome to the Netherlands declined, are not wanting in Britain. But what is more important even than these in determining the fate and destiny of a country is its national charseter. And it is precisely in this respect that Britain préfents a most striking contrast to coun- tries like Roaie. The strongest points in British character which the Japanese people-so apt to be puffed up with seife satisfaction and vainglory over somll success-will de well to imitate are those qualiti which park the British as a great people, in the world."
BRITISH PRACTICALITY AND TENACITY. The writer thereupon discusses the com- position, of the British nation at some: length; and goes on to say:-
The Normas conquered the Anglo- Saxons, but the Anglo Saxons ended by conquering their conquerors, assimilating the bloul and qualities of the Normans, the result being the three distinctive fea tures of British character, (1) tenacity of purpose; (2) bravery and enterprise; and (3) tenderness of sentiment. resolution.
BRITISH ASPIRATIONS.

The extremely utilitarian temperament of the British people is likewise reflected in their philosophy, la the German 'sense of philosophy, it is perhaps no exagge ration to say that England has produced not a single philosopher Philosophising for the sake of philosophising is an idle waste of time in the British eye. As a philosopher, Darwin was perhaps in the third class, but in England he is regarded as one of the greatest philosophers in the world, because his theory of evolution is beneficial to mankind. English philosophy is nothing more than part and parcel of science intended for the benefit of man kind. This, is why Comte is regarded in England as the greatest philosopher in the world in spite of the comparatively low esteem in which he is held in his own country. Speculation and abstraction. have no place in England. Experience and observation are the essence of English philosophy."
