Is was not made clear enough at the outset thas Lord Jellicoe came at the invitation of the Canadian Government, and the antonom- ists were quick to discover plot" to betray the country into the hands of "centralizers" in England. To nothing that Lord Jellicoe said was objection taken, nor is there any general apprehen- sion that his report will justify the alarmista. But at the moment there is a disposition in various quarters to excite suspicion, and there are many protests against the project of an Imperial Navy under central control.

Probably apprehension is stimulated by the activities of the Canadian Navy League, whose position is expressed in a resolution adopted at Victoria a year ago, which declares that the naval policy of Canada shall have regard for the needs of the whole British Empire"; that, in framing such policy, political exigencies shall be disregarded and the, opinions of the most eminent naval strategists aloze considered; that the fundamental idea shall be Empire naval defence; and that, while the fleet units may be either acquir ed or built and the Dominion retain con- bral of its ships, thero shall be complete standardization of personnel," abips, and equipment; and, in time of war, all the deets shall be under "oné súprema, com-

Perhaps the leader in the agitation against an Imperial Navy is Mr. John 6. Ewart, E.C., author of the Kingdom Papers" and the advocate of complete sovereignty for Canada under the British Crown. During the past few months. Mr. Ewart has contributed many articles dis tinguished for severe criticism of British diplomacy and energetic assertion of Canadian nationality to the Weekly Statesman of Toronto and to a new periodical called the Canadian Nation, which was established as Ottawa not long ugo. The Staterman is a quasi-Repub- lican journal edited by Mr. Lindsay Crawford, once active in Irish politics and Dow a vigorous ally of Irish agitators in the United States. Ho was one of the editorial writers of the Toronto Globe, but left that paper on account of its deser tion of Sir Wilfrid Laurier and support. of conscription.
