OUR LONDON LETTER
[FROM OUR OWN CORRESPONDENT.)
LONDON, February 18th.
I'
* The action of the Home Office in ́ ́ queer ing the pitch of the horde of sweepstake swindlers who work the oracle” from the safe distance of a Continental sity mweta with guneral 'opproval. Since the Armistice these gentry, whose operations were interrupted by the war, have bean particularly active, and there is no doubt that they have been making enormous in comes ont of the gullible section of the public in this country.
Reccally hundrula of thousands of air oulars have some through the post from Switzerland, Spain, Belgium, and France inviting subscriptions for tickets from the British public. As it is impossible to pre vent the circulation of these interesting 'communication" through the post, the Home Unice tools the effective course of intercepting in the Post Office letters con- taining remittances for the sharks in | Lucerne, Madrid, and elsewhere. In every case the cash and letter were returned to the sender.
In the last ten days something hike £600-hu been returned in this way. This is a good indication of the immense **business which was beginning to develop. A few of the Continental sweepstakes aro genuine; but the vast majority are fraudulent-sheer ramps on the public. It was bertainly indefensible to permit this kind of thing to go on with the assistance of the Post Office while: placing an embargo on the proposed issue of Premium-Bonds!

Income-tax assessment dotices, accom panied by demands for the first half yearly payments, are being sent out daily by the thousands Recipients with incomes of from £300 to £800, who have omitted to make provision for payment, are alarmed at the charges they are called upon to meet, in view of the steadily rising cost of living The hardest hit are the lower middle-class people, who have had their war bonuses merged into their salary during the current year, as they have to pay, in addition, on war bonuses receiv ed in 1918-19. When Lancashire makes up its mind that action must be taken to safeguard the staple industry, no Government can afford to ignore what is desired. The position is such that some-action must, indeed, be taken with the least possible delay.
