THE EUROPEAN POINT OF VIEW-
In the course of a speech be made at the second annual general meeting of the Caylon European Association, bold at Kandy, Ceylon, Hoa, fr. February 28th, the 18g, Chairman" made a statement on the question of constitutional reform. This statement, which we publish below, is important and interesting be- cause it shows the European attitude, as distinct from that of the Ceylonese, on a Hongkong to Gap Hook question, which is being very actively de bated in that Colony at the present time. Mr. F100 said:-You will remember that at our last meeting the Council put before you its report on the proposed alterations in the Constitution of the Colony, and you approved of the recom mendations which it made, That report - was in due course submitted to His Br cellency the Governor and forwarded through him to the Secretary of State for the Colonies. His Excellency was kind enough to receive a Commities of the Council which put before him the views. of the Association. Hig Excellency, as you are aware, is leaving for England shortly for the purpose of discussing the proposed alterations with the Home Gor ornment. In the meanwhile we have po information: sa to the changes which he has recommeded, so that the position re- mains largely the same as it was daan year, and the views expressed in our Vladin report continue to be these to which this Nemuro Association, in pledged. ? 8o far as we can | Hakodate gather, the views of other Communities do Torio not appear to have undergone any Kochi material modification, with the exception | Nagasaki of a suggestion by Mr. H. the suggestion, perhaps has its attractions,, but as a practical proposes it is difficult to believe that Mr. Pereira meant it to be seriously considered. The result, of course, would be that the European, Burgher and Mohammedan members michu • would be really "elected by the Sinhalese and Tamils. I have no doubt that the Council will have your fullest support in opposing that suggestion. The Burgher Community have Intelyi published short Rongkong. outline of their views which are
