ARGUMENTS AGAINST. THE ITALIAN DECISION.

Mr. Havelock Ellis, the eminent paychologist and eugenist, writes in the Daily Express

It is not clear from the brief cabled report on what ground the tribunal at Milan bas annulled, a childless marriage. Presumably, there are two reasons: Either that such a union is against the interests of the State, or that it is against the interests of the couple concerned. My contention is that it is against the inter- eats of neither, especially in Italy, where the birth rate is rather high

It is reported that the Italian Socialists are preparing to submit to the Chamber a motion to have marriages compulsorily anaulled in cases, where there are no children. That is distinctly objection- able, because many of the happiest mar- riages are childless.

It is impossible to make as to the limitation of families. larger the number of children healthy parents have, the better for the welfare of the community. The problem is how to discourage the nasound from bringing children into the world. If it were gen erally recognised that it is a disgraceful thing for people who are not fit in health to have children, it would act as a great social force. That is really what is needed.

On, that ground I would not make child lessness a reason for divorce, because the parties concerned may be acting from high and worthy motives in not having children

WHO'S FAULT?

Another question arises: Who is to bring the suit, the husband or the wife If the one who is considered at fault in- stitutes proceedings, is it quite justi Think what might happen. A husband might seek a divorce, whereas be might be the person at fault, and the wife would be punished in the eyes of the world.

It must also be remembered that chil- dren are not the only reason for marriage. Marringe is for the mutual solaçe of a couple, and in many cases that is quite sufficient object in itself." Childless marriages may lead to domestic discon tent in some cases, but, on the other hand, they may mean that husbands and wives. are more devoted to each other because they have no children to be devoted to.

I say emphatically that childlessness is not a quitable plea to put in the fore- ground of an application for divorce.

THE LOCH DOON, SCANDAL. LADY OWNER'S CLAIM FOR £150,000. A slashing criticism of the War Office's ill-fated Loch Doon project, together with a claim for £150,000 damages, is made by the proprietor of the estate in an action which was before Lord Blackburn in the Court of Scasion, Edinburgh. Mrs. Charlotte Tilka McAdam, of Craigen- gillan, Ayrshire, snes the Lord Adronate, as representing the War Department, to have it declared that the whole operations of the Department in taking, possession of and evicting her from the estate and house of Craigengilina were unwarranted and illegal,

Craigengillas is of considerable extent, and included a portion of Loch Doon, where, in 1916, the War Department decided to establish a large school for the training of airmen in gunnery with moving targets running on rails. The works contemplated included the con- struction on a pest box of a large aero- drome, for which an expenditure of £150,000 was authorised by the Treasury.

In point of fact, the scheme was my practicable and no work of the kind which could promote the defence of the realm could have been created there, as the ground available was a peat bog or which no landing could have been made, and plaintiff avers that those responsible knew that the scheme could not be carried out for from five to ten times. £150,000. 100%
