HARBIN, February 4th, During the last two years, the Japanese banks in Harbin have béén doing excel- Tent business by granting loans to the natives on the security of their lands and other real estates. It is estimated by ex perts that at the present rate of mortgag ing, Japanese moneylenders will become owners of lands, buildings and farms not only in this city but along the whole zone of the Chinese Eastern Railway and other cities in central and northern Manchuria. This is certainly a very serious question for China to solve in the future, because not only the poor natives are deprived of their real estates through the effect of loans at high rates of inperests, but it affects the sovereign right of the Chinese Republic. It appears that the branch officer of the Bank of China and the Bank of Communications in Hur bin are partially responsible for the pre- sent unsatisfactory condition of affairs because under the pretext of financial stringency they put restrictions on the raising of loans by the Chinese shop keepers and others who cannot find sub- stantial guarantees and in many cases the two Chinese banks refuse to accept documents of lands or buildings as securi ties. Owing to the present chaotic situa tion in Russia, the best arable lands in south, central and north Manchuria, that is to say, throughout the provinces of Fengtien, Kirin and Heilunghiang, through the medium of small and short- term loans generally granted to the natives at prohibitive rates of interest are in the hands of the Japanese. On account of the Bino-Japanese treation of 1915 granting mixed residence to Japanese subjects in Manchuria, the Chinese authorities are helpless. In nearly every Sino Japanese dispute over farming or building land, the appeals of the Japanese are upheld by Japanese Consula
