CHINA COMES INTO HER OWN. MOGOLS RETURN TO THE CHINESE,

PEXING, January 29th. The collapse of Russian authority has bad beneficial results for China. Mongolia, which would not have claimed autonomy but for Russian support, has tired of independence and returned to the authority of the Chinese Government, Hulunpu'erh, at the time of the Revolu tion, chose to separate its from the province to which it was attached, and gained a measure of autonomous govern- ment, supported also by Russia. Now it has sought to have its special position abolished and this has been sanctioned by Presidential mandate. An official state ment was given out to-day by the Wai chiaopu, as follows:-

"In the month of November of last year the Secretariat of the Waichinopu issued a comprehensive statement dealing with the cancellation of the autonomy of Outer Mongolia and describing in the light of history" the natural "affinities existing between the Chinese and Mongol peoples. The cordial and intimate relas tions which have since been reestablished! with the Urga dignitaries, after a pro longed period of misunderstanding due mainly to the intrigues of foreigners, justify the fairest hopes for continued peace and tranquillity in this region.

This happy re-affirmation of the prin ciples on which the Republic of the Five Races is based, has now been followed by an equally important development on the western frontiers of the Feilunxchiang province of Manchuria. The Hu-lun- pu'erh prefecture, which is separated from the Russian province of Trans-Baikalia by the river Argun. was under the old administrative system of Heilungchiang province, governed from Khailar by a Tartar General Largely inhabited by Manchus, who lived by the chase, and who could move freely to and from the adjacent territory of Mongolia, it could not bus follow that the revolution of 1911, which produced such unrest in the outlying marches of the old empire, left this region during a vial period prae tically uncared for. The inevitable resalt was that a subversive propaganda, in- spired by foreigners, and of the same character as that which disfigured Outer Mongolia, led to a so-called declaration of autonomy on the part of the local! chieftains. Owing to the Chinese Eastert Railway being the sole rapid effective incans of communication with this region, and also to the fact that Russia, prior to her own Revolution of 1917, viewed with satisfaction-the detachment of Chinese territory from the direct control of Poking, it was not possible to deal with the matter in its early stages with out further complications. The policy of the Russian Foreign Office, under the old regime, was indeed to perpetuate feuds and momalous situations along the frontier regions of the Chinese domain so that at a given moment such local embarrassment could be explaited. to the advantage of the Tsar's govern- ment. This has certainly been the story) of the past sixty years, having due re- gard to the numerous incidents which have cocurred from Turkestan in the extreme west to the Ussuri valley and the Pacific, province in the extreme. "Since last autumn the Hulapu'erb chicftaías, "in conjunction with the mili tary commanders at Khailar, have been taking steps to correct a state of affairs which has proved to be sociall as well as politically intolerable. The bands at Kbailar having been reinforced, to pre vent. foreign incursion a conference 26 called with the local chieftains which has now led to a happy issue. Following the Erga precedent, a petition to the President of the Republic was duly pre- pared and signed by all the dignitarica of Hulcapu'erh formally cancelling all their previous declarations, and request- ing that a Mandate he issued making clear to the Chinese people and all con- cerned the loyalty of the tribes of Huluapu'erh to the Republic, and uaily- ing one more the local administration with that of the rest of the province. This has been done in terms of the Pre- sidential mandate of the 28th January. In the difficult circumstances which have arisen throughout the entire territory of Asiatic Russia, the re-affirmation of the authority of the Republic of China on overy foot of soil where her right of eminent domain is incontestable is a guarantee of penes and tranquility to the democratic nations of the world, and that the territorial officials of the Re public, even in the most distant and in 2 accessible regions, are ablë and eager to guarantee that security has been recog nized in a signal manner by the recent action of an associated Power in confer- ing high decorations on the Governor of Chinese Turkestan, and the ranking officer at Kashgar. for their loyal co operation during the anxious, period of the world-war."
