LABOUR'S DEMAND FOR

NATIONALISATION.

PROPAGANDA OR STRIKE 1

The Daily Telegrapå Labour "corres- pondent wrote on December 10thr

The Special Trades Congress yesterdiy met in the Central Hall Westminster, and unanimously agreed to the proposals made by the Parliamentary Committee for a platform campaign throughout the country in favour of the nationalisation of the coal mining industry, and deferred ita decision as to the action to be taken until further Congress, to be held after the reassembling of Parliament in February. Thus the crucial decision na to the action to be taken to compel the Government !! to give legislative effect to the majority recommendation of the Sankey Commission is held up for a period of two months or longer.

The speech of Mr. Robert Smillie, pro- sident of the Miners' Federation, showed thag be is a reluctant convert of the new. policy of nationalisation by propaganda, and has but little faith in its success. Obviously, Mr. Smillie's assert has been given as a concession to Labour poli- ticians and from u desire to secure the support of a "united trade-union: move- ment. Mr. J. H. Thomas, "M.P., who resided, was all, in favour of a decision through the ballot-box. It was not so stly and a less inconvenient method of btaining that for which men were pre

who moved the resolution, suggested that the coal bosses" would be wise to sell out as quickly as they could, as they could mako better terms with the present Gov-; ernment than with a Labour Government. William Brace, a former Under-Secretary at the Home Office, and the pessident of the South Wales Federation, who also strongly supports a constitutional settle ment, urged that the miners were asking for nationalisation not in their "ow selfish interests, but in the interests of the nation. In his opinion the only hope for the future of the nation lies in the nationalisation of key industries.

Mr. Tom Mann was anxious to know that was to be the next step. There is no uncertainty as to where Mr. Mann stande. He is ready for direct action, and it is not merely to be direct action by the miners, but the other trade unions. ara "to come along with their little lot.". Mr. Smillie, voiced his own personal regret that it should be necessary to ask the Congress to postpone action. He sees no hope of convincing the present House of Commons, and evidently is a little more than uncertain as to the result of a reference of the question to the people at General Election. In his opinion there is nothing to move Governments but in- dustrial force. It is in this direction Mr. Smillie fa. looking, while he gives a balt ing sasent to a constitutional propaganda campaign.

The conference was thoroughly repre sentative of the trade-union movement,} some 760 delegates, representing upwards of 5,000,000 organised workers, attend. ing,

The announcement that a property is in the market for the first time for 300 years," will inevitably cause a good many mir people to speculate as to what the fot was like in 1619. Not much like it is today, for there were no advertine ments, and no professional agente, and yet, as references to estates in these columns often show, says the Times, an les were somehow effected, and large tracts of country passed from one ownership to another, often by no means between a willing buyer and a willing seller. In the period in quer tion, too, events were impending which led to various portions of England changing hands in circumstances of violence, Financial expedients to raise money independently of subsidies from Parliament touched real estate in a good many ways.
