The delegates did not, how- aver, allow their energy to be sapped by such emissions or by the atmosphere of Reality conveyed to onlookers by the alence of representatives of some of the acetally or potentially most powerful ins dia trial communities in the world, and by, the fact that the Conference is at work. under the terms of a Treaty into which the breath of life has not yet entered.
After a period of perhaps rather exces sive oratory, six draft Conventions, of which a summary fellows, were adopted:
(1.) The daily hours of work in in- dustry to be not more than eight, with a 43 hours week. Where the hours on one day are less than eight the limit may bo exceeded on other days provided that they are never more than nine. In shifts the limit may be exceeded provided the average number of working hours over & period of three weeks does not exceed 58 a week. Some other exceptions of the same nature are made. In Japan there will be a limit of 57 hours for werkers over: 15, with 60 hours for the silk industry, and in India 60 hours for miners and, certain railway workers. In Greece and Rumania the above rules are not applic able till 1994.
(2) Children under 14 are not admit- ted to industry, In Japan and India in certain trades children under 18 sre barred.
(3)Each country shall establish free employment agencies and furnish in- formation to the International Labour Office every three months.
(3.)-Women are not to be employed between 10 p.m. and 5 am.

childbirth An International Labour office is to be set up, with M. Albert Thomas as its chief. Its beadquarters will be provi sionally in London, with the League Bes retariat. The draft conventions have, of course, to be submitted for acceptance and fatification to the Legislatures of the 40 odd nations represented at the Confer ence. But with the handicap of that un certainty the Conference was from the days of its constitution irrevocably sad died, and the opinion of the delegates is that more has been accomplished than had been expected, thanks in no small, degree to the forceful and sensible leadership of Mr. Barnes, who was ever on the look out to promote progress and prevent ex- cursions into Utopian fields.-
The division of the Conference into groups, representing Governments, em plorers, and working men was a distinct success. The representatives of the worke ing men naturally tended to take the initiative, and they were on the whole more cohesive than the employers. The Government representatives were useful in keeping things together. The rapre sentatives of Canada, South Africa, and Great Britain gave an interesting demon- stration of the way in which different parts of the Empire can have their own ideas and policies and yet not lose sight of their common interests.
The practical value of the Conferenco remains to be proved, but there can be. little doubt that the collection of repre sentatives of so many nationalities to dis cuss subjects of common, vet sometimes divergent, interest, has worked out as well as the promoters of the League could have wished.
