The centre of Parliamentary gravity yesterday was in the House of Lords rather than the House of Commons, fur a long and animated debate took place on the Aliens Restriction Bill. The Home Becretary, like a fond father, sat watch- ing his child from the steps of the Throne. The Earl of Onslow, who moved the second reading, took the various points of the measure as they have been discussed is the Lower House, and de clared that there were now 260,000 aliens. to the United Kingdom of whom only £3,000 were classed as former eněmý aliens. Exemption from deportation was enjoyed by 5,000 out of these £2,000; and only the remaining 17,000, would be re- quired to appear before an Advisory Committee before remaining in this coun try

THE SPIRIS OF HATE.

After a wholesale condemnation of
