SCOPE OF THE INQUIET. "

The terms of reference are as follow: To consider and repart upon a scheda of legislative and administrative de vokation within the United Kingdom having regard to

(1) The need of reserving to the la perial Farliament the exclusive conside cation of (a) foreign and Imperial affairs, and (b) subjects affecting the United Kingdom as a whole.

(9) The allocation of financial powers as between the Imperial Parliament and the subordinato Legislatures, special consideration being given to the need of providing for the effective administration of the allocated powers.

(3) The special needs and characteris tics of the component portions of the United Kingdom in which subordinate Legislatures are set up..

COMMISSION AND COMMITTER. - The task before the Commission is far- reaching, and the teams of reference havs been so framed to not to clash with the work of the Ministerial Committee.on Home Rule, which is now at work to make recommendation for

The delay of four months in the formation of the Commission bas boen due partly to the difficulty of getting members to serve on it; and partly to the anxiety of the Government that this body should in no way interfere with the Home Bulé Com- mittee, the appointment of which was re- solved on by the Cabinet (as is zow known) before the summer adjournment of Parliament. In this case there is no such neessity for hustle as there is (ac cording to the Government spokesmen) in the case of the Home Rule Committee and the Commission at best can do little more than prepare a scheme for submis sion to the country at the next General Election. Even this House of Commons. would probably hesitate to carve un Great Britain into separate Parliamen tary units at the bidding of Mr. Lloyd George, and such a Commission as this

COMMISSION'S DUTT.

The terms of reference above quoted differ widely from the resolution passed by the Commons last June, which was in these terms:

That, with a view to enabling the Im perial Parliament to devote more atten- tion to the general interests of the United Kingdom and, in collaboration with the other Governments of the Empire, to matters of common Imperial concern: this House is of opinion that the time has come for the creation of subordinate Legislatures within the United Kingdoms, and that to this end the Government, without "prejudice to any proposals it may have to make with regard to Ireland, should forthwith appoint a Parliament tary body to consider and report:

(1) upon a measure of Federal Devolu. tion applicable to England, Scotland, and freland defined in its general outlines by existing differences in law and ad- ministration between the three countries. (8) upon the extent to which these dif ferentes are applicable to Welsh condi. tions and requirements; and

(3) upon the financial aspects and re- quirements of the measure.

ITS PERBOKAL.

It is to be noted that the only member of the thirty-six (including tellers) who voted against the motion included in the Commission is Mr. Ronald M'Neill The Irish Unionists took no part in the divi, Lion, though two of their number, Capti Charles Craig and Mr. Holes, are ment bers of the investigating body. The Irish Nationaliste refused from the first to have anything to do with it. Among the Peers there is also a prominent. Irish" Unionist, Lond. Oranmore, and "Browne. Of the rest the majority are more or less committed to the principle of Federalism, and this majority (so far as the Commons: is concerned) includes some of the" British Unionist members who have tried to con ceal their abandonment of Unionist prin- ciples by an advocacy of Home Ruls all Bound". It is to be admitted, when con- sidering the composition of the Commis kipa, that the Whips had a dificult task, inasmuch as they had to coïtrive a dee representation not only of partim hat of the constituent elements of what is still the United Kingdom.

MORE IRON CROSSES.

The German Government recently com pleted arrangements for a new issue of fran: Growes. They have placed orders for many thousand cromes, which are to be awarded to returned prisoners “wheri they "tre released by the Allies.” Many of the Iron Crosses of the new iegue are to be given to soldiers of the volunteer unita which have been serving on the eastern Front in recent months..
