Mr. Gwynne, after paying a tribute to his staff, said the pleasure he felt in meet. ing so many friends was enhanced by the presence of many members of the new National Party. The occasion was cot ono for political controversy, but amid party conflict it was well to keep in mind the true, functions of Government to pro- vide carity for the Empire against out- side attack and to pursue a consistent policy for the promotion of the happiness and prosperity of the governed.
