BERLIN, September 29th. There can be little doubt that in Gustav Nonke the German revolution bus found a man. Not a genius, it is true, nor an intellectual luminary of parti cular brilliance, but, at any rate, a virile personality, with a sharp, shrewd sense to read aright the lessons of life, and honesty, courage, and energy to apply them without faltering or equivocation. With the exception of Erzberger, no one has been more bitterly attacked. Others have said that, meaning well and without himself suspecting it, he become nothing better than a tool in the hands of wrists- cratic officers, on whom, he was partially dependent for the execution of his policy. But no one bas seriously challenged his. sincerity. And despite all attacks, be has gone calmly on his way, acting with instant and trenchace vigour where it was necessary, but avoiding precipitation when time permitted of evolutionary treatment of the problem, before him, His avowed policy, the sincerity of which there is as yet no sufficient reason to doubt, is to build up for the new army a corps of officers faithful to the "Vor- atitution. This he seeks to do by the gradual and careful elimination of those of definitely counter-revolutionary, ten- dencies. But at the samt time, he ex- tends wide indulgence even to, demon strations of a pronouncedly monarchical character if they have not an .** official " character, or proceed from officers whes" readiness in barking is not accumpanied by any capacity to bite.
The campaign against the Minister of Defence recently culminated in a con centrated offensive, in connection with the Reinhard case."" A week or two ago, however, it was credibly reported of him that in private conversation be had described the present Government as a "mob" Erzberger as # "good for no thing. and the colours of the German Republic as a Jew Bag." Reinhard himsele did not explicitly deny these phrases, and there" seems no doubt that be actually made use of them. Noshe' opponents, of course, urged that the Gev. ernment could not possibly continue to employ a man who spoke in this way of itself, of one of its most prominent men
