VON TIRPITZ'S PLAN
The Sunday Times has published lengthy extracts from the memoirs of Grand Admiral von Tirpitz. The Chief! of Cornsany's, navy was of opinion that wiping out London was the one infallible means of ending the war in favour of his own country. The sole aim of Germany should have been to strike at the heart of the enems coulition, he says, and then proceeds to ask : But who was our chief opponent To me it was without a doubt that one which possessed the mont ample repuras and the greatest detar. mination--London, which had always been the political nerve-centre of the Extent, became even more definitely the military centre also. It let no real opportunit slip, not even the construction of a anw Eastern frons in 1919. While London stood. no victory over the Russiane could be regarded te anything more than a partial success, serving uterely to render possible the speedy conclusion of a sepa- rata pouco with the Tsar, and thus free pur full strength for employment against the chief enemy.""
The writer conveys the impresion that be alone had the conviction that England would not go out of the war until she had won, and be discusses the measures which ought to have been adopted against this country. The primary objective should have been the occupation of the Channel coast "Stationed on Cape Grisnes, our artillery could have gravely bindered traffic in the Channel,' and our Aaval forces could also have operated more effectively from there. The con tinual interference with the trafic based on the Thames would have caused serious interruption to English industry, and this, at a time when Germany's strength was wholly unimpaired both at home and abroad might have greatly increased English readiness for peace. Later, too, shell it would have been possible to London itachi from Cape Grisac, which in the lung duration of mat would have| been far more effective than the bom bardment of Paris which was carried out in 1918. As I have already stated. I have always opposed measures which are of oo military importance, including casual air raids on towns in the interior. On the other hand, a really effective con- centrated bombardment of London by all available means from land and air would have been thoroughly justified as one way of shortening this inhuman war, and particularly so since England was notor lous for observing international law only in so far as it suited her own interest.
Tirpitz says that the second mears of exerting pressure against England was an engagement at sea. The risk of the fleet in a battle was disapproved by the Chancellor, who listened to Ballin, who held that the fleet should be preserved intact until the conclusion of peace.
TORD HALDANI'S VISIT.
Viscount Haldane's visit to Berlin in 1919 occupies a considerable portion, of this first instalment of the memoirs. The Agadir incident had, von Tirpitz says, inflicted on Germany such a diplomatic check that be desired to make it good by a Naval Supplementary Bill, but the object of Lord Haldane's visit, was to inspire us with as much distaste as pos sible for the Bapplementary Bill, and, indeed, for the whole programme of feet construction."
On February 9cb, Tirpitz con tinues, "Haldane was received by the Kaiser, who wished to be present at the conference which had originally been arranged to take place between Haldane

And as Haldane was speak ing there came to my mind the words of that American who, when drawing com parisons between the leading statesmen of Germany and England," said to a German admiral that if it were a ques tion of negotiations be would be sur prised if in the end the Germans were left in possession even of Fotadam." And the end of the Grand Admiral's story is: "When we had apparently come to a complete understanding, and ounces sions had been made on our side, Haldane declared, ne before mentioned, that for the present the whole matter was nothing more than a personal inquiry, How ever, though later negotiations in London eams to nothing, I kept my promise to Rivo ap the ship, so as to leave no doubt as to the honesty of our intentions
