QUESTIONS OF CASTE.

Giving evidence before the Joint Com mittee of the Lords and Commons, which is considering the Government of India Bill, Sir Harry Stephen, retired judge of the High Court, Calcatta, said be would like to see the government of India left as it is, or practically as it is, while changes in the provincial Governments, which were really the key of the situation, were proceeding. It was desirable while these changes were taking place to bare a strong central Govern- ment. They should go on developing what had already been done, constantly giving a greater share of public employ ant to Indians, and putting Indians. in important positions-chiefy because they were Indians even at the expense of efficiency. Public work should be given to Indian individually and collectively, and it would thus be possible to see the lines on which the political genius of India, which admittedly still remained to be developed, would shape itself. It would also be possible then to allow the political idens of India to develop on Indian lines, and so avoid the mistake. of supposing that because a thing was good for England it must therefore be good for India. He was unxious to see reforms develop on Indian and not neces sarily English lines. When India as a whole began to take political action and to organise herself it would be on the lines of caste. Caste came into every conceivable action, and be did not think the Indian could get it out of his mind,
