SOVIET DIVORCES IN

HUNGARY.

FLIMSY PETITIONS BY FICKLE

HUSBANDS.

In the following article, written by the Budapest correspondent of the Landen Daily News on the eve of the crisis which resulted in the downfall of the Bela Kan dictatorship, the system of divorce under the Bolshevik regime in Hungary is dis cussed... It has a general interest quite independent of the fate of the Soviet Government:-

A visit to a registry office, two days spent in the Communal Divorce Court, talks with the Divorce Court judges and lawyers, sad on one occasion a long in terview with a petitioner have given me a fairly comprehensive survey of the 'mar- riage and divorce problem here..

The simple and, at first sight, quite com mon-sense principle that no married life. can continue bappily if either husband or wife becomes an unwilling and disas tished partner of the marriage contract,

the Snancial arrangements

mat satisfy the woman. The

question of the guardianship of the children in such casey is, as my personal investigation showed. almost always solved in favour of the woman.

THE TYRANNY OF TEARA,

The two non-professional judges, who, with the presiding lawyer, compose the tribunal, can rarely resist a woman's tears..

Don't cry so much, comrade," said the woman judge to the woman petitioner in one of the cases I beard"

We are going tort, and to see you get a substantial you the divorce, to give you the children, maintenance allowance. The presiding professional judge

smiled a little cynical-

ly at this remark, and as he gazed medita tively out of the window his mind revert-

The reasons urged in support of the petition are

too long in bed in the

thus neglecting the morning, house and the children.

"Most of the petitioners are middle-aged or elderly men. The explanation is simple and unpleasant. The Hungarine

busband sees in the new divorce law an easy, legal way to break off the contract with the wenried elderly woman who, as the ease may be, for the past twenty or thirty years has been, bis partner, and to form another union with ope younger, and more attractive. Hungarian women a

WIVES WITHOUT INCOMES.

Another and equally potent motive c1- plains this eagerness of Hungarian men. to get divorces. In Hungary, as clse where on the Continent, marriage rather a commercial transaction than a romance. Even the beautiful woman, were she poor, found the doors to matri- mony closed, and men married mainly not because they loved women, but be? cause they wanted their money.

A dowry was the one thing essential for marriage. and an assured private

the part of the wife was the safest guarantee of the husband's unfailing loyalty and devation. The introduction of Com munism and the confiscation of all pri vate property caused the foundations of most of Buch, "Mammon marriages collapse.

to

"It is not surprising, therefore, that the Women of Hungary are most violently opposed to the new marriage and divorce law. The ideal aimed at by the Com. munist framers of the law may be high and theoretically sound, but in this domain, is elsewhere in the movement, no account of men's frailty is taken. That vast change in the spirit which must pre- cede "great social revolutions is still s long way off.

WEEK-END MARRIAGES:

It would be easy to write flippantly of some of the abuses of the new marriage and divorce system now in force in Hun- gary, but the teraptation to do so mặt be resisted. It is theoretically possible for a man (or a woman) to get married and divorced.six times a week.

Marri could be performed each week-day morning, and, if the petition mutual one divorce

too could be obs each week-day afternoon, On the court

As a matter of fact, there seem to be singularly few abuses of the new law, and the marriage of shortest duration which I saw dissolved

striking can of quick change

He come under my personal notice. A young couple appeared before the judges 200 petitioned for divorce. The wife wept and the husband did not seem over-happy during the proceedings, but as the application was a mutual one the judges had no other alternative than to grant it. The parties left the court toge ther, and, apparently regretting the divorce, presented themselves during the (Continued at foot of next column.)
